2. TIME LIMITS:

Topic Centrally Announced

20 minutes Prep

7 min. PMC

1 min. prep/cx

8 min. LOC

1 min. prep/cx

8 min. MG

1 min. prep/cx

8 min. MO

4 min. LOR

1 min. prep/cx

5 min. PMR

POIs still occur as is normal in parliamentary debates. Prep-CX does not replace it.
CX works as is normal with the speaker who just spoke taking questions. “Tag-team” CX is fine too.

3. PARLI DEBATE BREAKS:

The break to elimination rounds will be based on, in order, the following:

·        Win-loss record

·        Adjusted speaker points (drop high-lows)

·        Total Speaker points

·        Win-loss record of opposing teams.

At the McSloy Classic 1, we will break up to half the field with teams needing to have a 2-2 or better record—so long as we have sufficient judges and no more than doubles.

Students that advance to semi-finals of the McSloy will not be able to do IEs. We will just remove such students from the IE postings.

At the Withycombe Classic 2, we will break all 3-2 and better teams so long as we have sufficient judges and no more than doubles.

We will break brackets in the elimination rounds using the drop down one slot method used by Gary Larson and Rich Edwards.

4. PARLI DEBATE SPEAKER RANKINGS: Adjusted speaker points (drop high-lows); Total Speaker points; Z score.

5. DEBATE AWARDS: For all elimination participants.

6. DEBATE SPEAKER AWARDS: Top half of all debaters in each division.

PARLI TOPICS

This year’s topic areas FOR PRELIMS AND ELIMS AT BOTH THE CLASSIC 1 AND CLASSIC 2, are:

____ The USFG should intervene in Syria economically, militarily, and/or diplomatically against the current regime.

____ The USFG should significantly increase its soft power in Northern Africa.

____ The USFG should increase pressure on Russia economically, militarily, and/or diplomatically.

____ The USFG should regulate or tax CO2 gases to reduce global climate change.

TOPIC AREA SELECTION PROCESS

·      Topic Ideas will be requested by Jim in late November/December on Net Benefits.

·      People coming can preference-vote for the topics by emailing Jim.

·      Topic areas will be chosen based on the preferencing with some editing/selection by Jim.

·      Topic areas will be announced at least 3 weeks before the Tournament.

·      There will be 3 or 4 topic areas with agent and direction. We will try to keep the research burden focused.

·        We will break to finals the number of legs in that event except that if there is a tie, we’ll break tied competitors unless that would create an elimination round with more than 6 competitors.
