Bryce: I was concerned what happened in the joint session tonight. Oftentimes the house of clubs is viewed as a rubber stamp by the senate. Tonight we called the question when we shouldn't have. Our actions tonight were reprehensible. I believe calling the question should be reserved for limited use.
Nadim: What about Sentio
Elliott: They're an interesting case. As you can see, there's a magazine, and i want to talk to them before we approve another magazine.
Jeff: They were on the agenda to be recognized and they didn't want to be, so it went away.
Elliott: The next meeting should be fine to recognize them.
Alex: Calling the question is legitimate if discussion is not productive. If its a small population, or one person, we should call the question
Bryce: within the house of clubs, if they're not hearing discussion their mind might change.
Alex: They had a chance to discuss after we failed to pass the amendment, and no one, not even the speaker, talked.
Bryce: Of course they don't want to discuss it if they didn't change.
Jeff: I pointed out the option of making a different amendment. I agree, because I've been accused of calling the question before. As a matter of courtesy, the house is our baby. They don't know as much about parlimentary procedure as we are. We need to show them how to exercise their rights.
Jack: Are they trained in roberts rules
Jordan: We aren't compelled to, but we should.
Jeff: They asked once or twice what was being discussed, but they didn't seem to have an awareness of what was going on.
Jordan: i have no problem getting them together and training them on it.
Andrea: We should have them come half an hour early to the next meeting to be changed.
Charlie: Baron and I can forward the house of club training to HOCR listserve.
Jeff: I think we're trying to make the whole handbook online.
Dan: As the one who called the question, and on a general note, i feel a bit affronted by being charged with crushing debate. I believe the debate was circular. If it's not going anywhere I'm going to call it to question. I don't think its the time. I think its the fact that nothing new was being brought up.
Jeff: It's a balance between acting in a manner that will support our own interests and in a manner that helps those who don't understand roberts rules. Also, don't second a motion you don't agree with. There are motions that don't require seconds. Before that amendment, there was no second in the amendment. It would have perhaps prevented some of the discuss.
Russ: I seconded it, but i felt there were people on the house that felt that might be slighted by the senate and see it as a way to avoid debate.
Jeff: Just in theory there's a purpose to a second.
Maile: We finally set down our policy committee meeting. Mondays at 6 pm.
Mike: When does the finance committee meet
Elliott: Wednesdays at 4 in Reid 240.
Ryan: When does programming meet?
Nadim: Tuesdays at 9pm in Reid 207.
Jeff: Further comments? I was impressed by how the senate meeting went. I was impressed we failed clubs for legitimate reasons, which means we are more carefully considering how what we do affects student interests.
